{"id":7013,"date":"2017-01-03T00:00:00","date_gmt":"2017-01-02T23:00:00","guid":{"rendered":"https:\/\/www.stefanoboeriarchitetti.net\/uncategorized\/tirana-general-local-plan\/"},"modified":"2018-01-25T17:04:22","modified_gmt":"2018-01-25T16:04:22","slug":"tirana-general-local-plan","status":"publish","type":"post","link":"https:\/\/www.stefanoboeriarchitetti.net\/en\/news\/tirana-general-local-plan\/","title":{"rendered":"TIRANA 2030: THE GENERAL LOCAL PLAN BY STEFANO BOERI HAS BEEN APPROVED"},"content":{"rendered":"<p>Last week the General Local Plan called \u201c<a href=\"https:\/\/www.stefanoboeriarchitetti.net\/en\/video-2\/tirana-kaleidoscopic-metropolis\/\"><strong>Tirana 2030<\/strong><\/a>\u201d (Tr030), designed by the architect Stefano Boeri together with UNLAB and IND (winners of an international competitionin 2015), has been approved. It is an ambitious and major project that, a hundred years from the<a href=\"https:\/\/www.stefanoboeriarchitetti.net\/en\/portfolios\/tirana-030-2\/\"><strong> General Local Plan<\/strong><\/a> designed by Italian designers led by Armando Brasini, opens a new stage in the future of the Albanian capital.<\/p>\n<p>The new <strong>General Local Plan<\/strong>, strongly wanted by Edi Rama\u2019 s government (he is the previous Mayor of Tirana) and by the current Mayor Erion Veliaj\u2019s administration, includes the entire metropolitan area of \u200b\u200bTirana and also takes into consideration rail links with the airport and the port of Durazzo, green areas and green corridors, public transportation, new areas of controlled development and the enhancement of the<strong> architectural heritage of the city<\/strong>.<\/p>\n<p>Stefano Boeri \u2018s <strong>General Local Plan<\/strong> proposes as an \u201cOrbital Forest\u201d\u00a0of 2\u00a0million trees\u00a0as\u00a0a green belt\u00a0able to limit the\u00a0city\u00a0expansion\u00a0beyond its current boundaries Tirana will grow in intensity along its historical paths ((Boulevard D\u00ebshmor\u00ebt\u00a0e\u00a0Kombit, the second and the fourth ring, Tirana-Durazzo axis and the 5 development areas) without natural or agricultural soil consumption, but rather <strong>multiplying green areas<\/strong>, facilities and public spaces.<br \/>\nThanks to the<strong> creation of two green rings<\/strong> inside the central area, suitable for cycling and walking, of a big natural oasis around the lake Farka and green corridors along the rivers,\u00a0green surfaces in the city will triplicate.<\/p>\n<p>The realization of <strong>20 new public schools<\/strong>, together with the new World Square that gives a northwards end to the Boulevard D\u00ebshmor\u00ebt\u00a0e\u00a0Kombit, will allow to develop a net of new urban squares featured with cultural activities and facilities for the citizen.<\/p>\n<p>Boeri\u2019s project also redefines<strong> urban mobility<\/strong> &#8211; introducing a\u00a0<em>congestion charge<\/em>\u00a0in central areas, promoting\u00a0<em>car sharing<\/em>, favoring a \u201cbus dedicated lines\u201d system \u2013 and extra-urban mobility with fast connections between the Boulevard and the airport, promoting also an improvement of links with outer towns.<\/p>\n<p>The General Local Plan redefines, both inside the historic city and in the suburban and rural areas, new epicentres of urban, economic and social development of the new Tirana, <strong>polycentric metropolis<\/strong>.<br \/>\nA <strong>green corridor<\/strong>, where energy production will be encouraged through the application of renewable resources, will contribute to feed the city and its growth.<\/p>\n<p>In comparison with the current plan, the recently approved <strong>General Local Plan<\/strong> has reduced by two thirds the previsions of demographic development in the metropolitan area and has reshaped a green metropolis, accessible to everyone, a kaleidoscopic metropolis that will encourage plurality of the established functions and the mix of activities.<br \/>\nAt the end of January 2017, \u00a0TR030 General Local Plan will be presented to the National Council for its final approval.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Project:<\/strong> Tirana 2030 &#8211; a Kaleidoscopic Metropolis<\/p>\n<p><strong>Project Team<\/strong>:\u00a0 Stefano Boeri Architetti, UNLAB e IND, Municipality of Tirana.<\/p>\n<p><strong>Stefano Boeri Architetti<\/strong>: Stefano Boeri con Francesca Cesa Bianchi, Corrado Longa, Laura Di Donfrancesco, Hana Narvaez e Jacopo Abbate,\u00a0Jona\u00a0Arcaxhiu,\u00a0Orjana\u00a0Balla,\u00a0Rudina\u00a0Belba, Michele Brunello,Tracy\u00a0Decolly, Ani\u00a0Marku, Era\u00a0Merkuri, Martina\u00a0Mitrovic,\u00a0Jona Os,\u00a0Elian\u00a0Stefa.<\/p>\n<p><strong>UNLAB:<\/strong> Andreas\u00a0Faoro, Francesca\u00a0Rizzetto, Matteo Andrenelli,\u00a0Eneida\u00a0Berisha, Chiara\u00a0Cirrone, Melania\u00a0Keci, Erina Simi.<\/p>\n<p><strong>IND:<\/strong> Felix Madrazo, Arman Akdogan<\/p>\n<p><strong>Tirana Municipality<\/strong>:\u00a0Erion\u00a0Veliaj,\u00a0Arbjan\u00a0Mazniku, Joni\u00a0Baboci,\u00a0Nevin\u00a0Bilali,\u00a0Devis\u00a0Agaraj,\u00a0Gjergj\u00a0Bakallbashi<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>Advisors and experts<\/strong><\/em><strong>:<\/strong><\/p>\n<p><i>Transports and mobility:<\/i> Mobycon, arch.
